Some state and local agencies only let a payroll provider file for you after you approve it in the agency's own portal. This is called third-party administrator (TPA) access. Freedom can't do this step for you.
Freedom files through its tax filing agent, Check Technologies, Inc. That is the name and the ID you select or enter in each agency portal. You won't see "Freedom" in the agency's list.
You set it up once for each agency.
Where access is required to file, the filing shows as blocked in Tax Filings until you grant it.
Do it early. Some agencies take a few days to process the request. Filings close at least 8 business days before the agency's due date. A filing that is still blocked then goes out late, and the $150 late filing fee applies.
After you grant access, go back to the blocked filing in Tax Filings on the "Action required" tab, select "I've corrected this", and click "Clear this blocker".

Washington: Labor & Industries (workers' compensation)
Required for amendments.
You don't do anything in a portal. The agency needs our power of attorney on file, and the experience factor and risk class codes in Freedom have to match the agency's records.
If your L&I account ID or PAC code shows "Applied for, not yet received" in Company Tax Setup, filings stay blocked until you enter the real values.
Your PAC code is a secret code that we can't look up for you. If your UBI number or PAC code doesn't match the agency's records, the filing is blocked for an invalid tax ID. Confirm both with the agency.
If the account is still linked to another provider, we send the power of attorney you signed during setup and ask the agency to link the account to us. This works only when ours is signed more recently than the one on file. If it isn't, we ask you to sign a new one.
To find your details, use the agency verification site: enter your UBI number, click "View Details" next to Workers' Comp, then look under "Workers' Comp" for the account ID and "Workers' Comp Rates" for the experience factor and risk class codes. The PAC code is not shown there.
West Virginia: Tax Division (withholding)

If an agency isn't listed or a step doesn't match
Agency portals change. If a screen doesn't match these steps, or a blocked filing names an agency that isn't here, contact support in the app chat or at [email protected] and tell us the agency and what you see.
