Which payroll tax forms does Freedom handle, and which do you file yourself?

Freedom collects employee withholding forms and files your payroll tax returns. You handle Form I-9 and your business income tax filings.

Freedom prepares and files most of your payroll tax forms for you. A few forms stay your responsibility. Here is the split.

Employee withholding forms collected during onboarding

When you add an employee, Freedom collects their withholding forms electronically as part of onboarding:

  • Federal Form W-4.

  • State withholding forms based on the employee's work and residence state (e.g. NY IT-2104, NJ-W4); multi-state employees may complete more than one.

Payroll tax forms Freedom files for you

  • Form 941 (Employer's Quarterly Federal Tax Return).

  • Form 940 + Schedule A (annual FUTA).

  • Form 944 (annual federal return, qualifying small employers).

  • Form 943 (annual federal return, agricultural employees).

  • Forms W-2 / W-2C (e-filed with the SSA and applicable states).

  • Form 1099-NEC (e-filed, federal and state copies).

  • State quarterly and annual withholding returns.

  • State unemployment insurance returns.

  • State W-2 and 1099 filings where required.

You can see filed returns anytime under Tax Filings.

Forms you handle yourself

  • Form I-9 — Freedom surfaces it during onboarding but does not store or verify it; you complete, verify, and retain each one (3 years from hire, or 1 year after the employee leaves, whichever is later).

  • Form 1040.

  • Schedule K-1.

  • Corporate excise tax returns.
